It sounds like one of the craziest ideas you might have ever heard of almost right out of something in a Star Trek science fiction type movie. The website thepiratebay.se is experimenting with proxy servers that run in mid-air to run there site to prevent others from complaining about piracy etc.
So how exactly would it work is kind of the tricky mystery many are still trying to figure out. As far as we know this is still very experimental as the folks over at the pirate bay don't know either. One would speculate this could happen much more like a satellite system. Since you don't know how else you would keep the internet connection from staying in the air without needing constant fuel to stay mid air. The proxy server should be more like in orbit to than anything else.
Also being off ground the further away from the earth the more increase in lag there would be for such a proxy server. Anyone who has tried to connect to broadband internet through a cellular tower or internet satellite will tell you there is a significant increase in lag. And this is often the reason many gamers like to be hard wired into an internet.

Ways 2 Proxy
There are three major different ways to unblock websites on the internet. Many governments agencies around the world, school districts, places of work, and local libraries will try to prevent you from getting on certain websites for various reason. There are three different ways 2 proxy and unblock those websites.
1.Use a website proxy. Simply browse to the cgi proxy http web address and enter the website you need to unblock in the box.
2.Translation websites like translate.google.com or microsofttranslator.com can be often used like a website proxy. You enter the website you want unblocked into the translation box and then click on the translated url to bypass and unblock it through a proxy.
3.Connect through a VPN server proxy. Hotspot shield is just one example there are also paid solutions that do not include advertisements and have more bandwidth resources.

Many major music executives and Hollywood big wigs have been trying to control major portions of the internet for quite sometime. It's been over 10 years since Napster was shutdown and then Kazaa all of the sudden came out. Users of bit torrent have been tracked down and prosecuted for violating the new digital millennium copyright act. As lobbyist push harder for more legislation like sopa and pipa many wounder what the internet could look like in 2 years from now in terms of privacy and anonymity.
Internet users are increasingly turning to anonymity networks like tor and other proxy vpn services just to maintain some level of anonymity online. But how much more proxy services will it take to enjoy the internet in its current form if sopa gets turned into law. Will the government turn on proxy services and try to block them like China, North Korea, Iran and other governments do and how can this be bypassed?

Netflix And Hulu Through Proxy
Many users are now beginning to use proxy services like vpn setups to watch online content that is only available in another physical location on the internet. Thailand is supposed to be the free democratic part of China. As time goes by since the passage of the countries Computer Crime Act in 2007 a free and open internet is slowly creeping away. The main target are the websites that contain anti monarchy content to the government of Thailand. Back in 2001 the country began establishing cyber monitoring units and there budgets have steadily been growing in size.
